Oblate Youth Service Provincial Steering Committee

The OYS Provincial Steering Committee is responsible for the formulation and implementation of policies on a Provincial basis commensurate with the stated Vision, Mission and Values of the OYS.

The committee communicates the activities of OYS to the OYS membership on a Provincial basis and provides a forum for sharing and communicating the activities of the OYS in the various regions within the Province. The OYS Provincial Steering Committee communicates with the Oblates of Mary Immaculate (OMI) as appropriate including an annual report on the Mission and financial activities of the OYS. The committee is also responsible for coordinating and communicating the OYS annual calendar of projects and activities.

OYS Director

The OYS Director shall be a member of the OMI and shall be appointed solely at the discretion of the Provincial and Provincial Council of the OMI Anglo-­Irish Province.

Assistant OYS Director

The OYS Assistant Director, shall be appointed solely at the discretion of the Provincial and Provincial Council/Oblate Trustees of the OMI Anglo-Irish Province. The role of the Assistant Director is to work with the OYS Director, and members of the PSC to implement and deliver OYS policies and initiatives, and to represent the OYS Director, when necessary. The OYS Director, may at any time delegate any or all authority as outlined in this Constitution to the OYS Assistant Director.

Partners in Mission, Director & PSC Chairperson

The Director of Partners in Mission (PiM) shall be a member of the OMI and shall be appointed solely at the discretion of the Provincial and Provincial Council of the OMI Anglo-­Irish Province.

The PSC Chairperson is an honorary position and shall be appointed by the PSC from among its members on an annual basis. In exceptional circumstances, the PSC, at their discretion, may seek nominations for the position from the OYS membership. The outgoing PSC Chairperson shall have the right to recommend suitable candidate for the position.

Key Responsibilities:

  • To ensure punctual start to each and every PSC meeting.
  • To ensure that the agenda is adhered to in an expeditious manner.
  • To ensure that each debate is completed with a clear decision and if this is not possible to ensure that a suitable course of resolution or clarification is pursued.

PSC Treasurer

The PSC Treasurer is an honorary position and shall be appointed by the PSC. At their discretion, the PSC may seek nominations for the position from the OYS membership. The outgoing PSC Treasurer shall have the right to recommend suitable candidates for the position.

 Key Responsibilities:

  • To oversee all financial transactions associated with the OYS.
  • To coordinate Regional Treasurers as appropriate.
  • To ensure all OYS financial dealings are conducted in an honest, open and transparent way and comply with all regulations, laws and best practice policies.
  • To maintain the financial records of the OYS.
  • To maintain and ensure compliance with the OYS Financial Policy.
  • To communicate with the OMI Provincial Treasurer as appropriate.

PSC Secretary & UK Oblate Youth Worker

The Oblate Youth Worker shall be appointed by the OMI.

The PSC Secretary is an honorary position and shall be appointed by the PSC. At their discretion, the PSC may seek nominations for the position from the OYS membership. The outgoing PSC Secretary shall have the right to recommend suitable candidates for the position.

Key Responsibilities:

  • The PSC Secretary (or their delegate(s)) shall be responsible for the maintenance and updating of the OYS website.
  • The PSC Secretary (or their delegate(s)) shall also be responsible for moderating the content of official OYS social media sites.
  • To act as the primary contact point (secretary@oblateyouthservice.com) for communicating with OYS membership on a Provincial basis.
  • To record the Minutes of the PSC.
  • To maintain a master collection (hard and softcopy) of all Minutes of all PSC and Regional Committee meetings.
  • To maintain a current database of the membership of the OYS including contact details.
  • To ensure that each member of the PSC has a current address book of all OYS members contact details.
  • To produce and publish a report of each PSC meeting which shall be made available to the members of the OYS.

OYS Irish Regional Coordinator

Once all vacant positions on the Irish Regional Committee have been completely filled, all incumbent members of the Irish Regional Committee shall privately submit as many nominations for the position of Irish Regional Coordinator to the OYS Director or his delegate.  A member of the Irish Regional Committee may nominate himself/herself.

At a meeting of the Irish Regional Committee, the OYS Director will then present a list of approved candidates to the Irish Regional Committee for election.  The OYS Director reserves the right to disqualify any nominee from the process.

If there is competition for the position, a majority vote by open ballot will be held, the OYS Director will have the casting vote in the event of a tied vote.  All sitting members of the Irish Regional Committee will be entitled to full voting rights but may abstain from exercising those rights at their discretion.  

Outgoing Irish Regional Committee members may not vote.  Candidates may vote for themselves.

Key Responsibilities:

  • To work in partnership with the OYS Director and PiM Director to coordinate the projects and activities of the OYS in Ireland.
  • To sit on the PSC as the Irish Region’s representative.
  • To uphold the Mission, Vision and Values of the OYS and to ensure that the good name of the OYS is maintained.
  • To actively advise and encourage the OYS membership in Ireland to partake in local activities and projects.

Ordinary PSC Members

At its discretion, the PSC may decide to appoint Ordinary PSC Members for a fixed period of time not exceeding 3 years with an option to renew for a consecutive term of up to 3 years. They may not sit on the PSC in any capacity for a period exceeding six years.
